Procurement Services

Overview

Procurement Services (PS) is responsible for the University’s procurement activities including the negotiating and signature of University contracts for the acquisition of goods and services. The services offered through PS are essential to assuring the sound stewardship and cost-effective management of research financial resources managed by the University and its researchers. Our research sponsors rely on the University, acting through PS, to provide an appropriate policy and purchasing framework within which they can be assured that their funding is being used cost-effectively.

Materials Management Services’ Roles and Responsibilities for Research Administration

  • Establishing, implementing and enforcing policies regarding procurement of goods and services for research funds
  • Assisting the researchers and administrators with all the steps of the purchasing process and procurement chain for goods and services purchased in support of research activities
  • Providing expert advice on granting agency policies relating to procurement requirements
  • Managing all the processes for the acquisition of goods and services for research in accordance with University of Ottawa procurement and granting agency policies
  • Issuing of all contractual documents between the University, its researchers and suppliers (Purchase orders, Procurement card, Service Contract agreement, etc.)
  • Resolving procurement issues with suppliers
  • Validating and documenting the fair market value of “in-kind” contributions of goods and services
